Prior to the start of any grading, clearing, filling or other earth change including timber harvesting which may: (1) introduce sediment into any natural or artificial drainageway or (2) move more than 100 cubic yards of earth, or (3) disturb more than 5,000 sq. ft. of surface area, a Garrett County Grading Permit must first be obtained. The grading permit may require two separate plans, depending on the project. They are the soil erosion and sediment control plan and the stormwater management plan. Once projects are approved, the applicant or agent representing the applicant must contact the stormwater management engineer (contact information above) to schedule required inspections per the Stormwater Management Ordinance, and MDE for inspections relating to sediment/erosion control.
